Yes, a UGC-entitled online degree from an Indian university is a genuine university degree. Whether it is accepted for a specific purpose in the UAE depends on who is asking: a private employer, a government body, or a professional regulator.
1. In India: equal to a regular degree
UGC treats degrees awarded in online mode by entitled universities as equivalent to degrees earned on campus. Check the university and programme on the UGC Distance Education Bureau list for your session at deb.ugc.ac.in.
2. UAE private employers: attestation is the key step
Most private-sector employers ask for an attested degree. The usual route runs through state verification in India, MEA attestation, the UAE Embassy in New Delhi and UAE MoFA. See our attestation guide.
3. MoHESR recognition: conditional and case by case
Since March 2025, the UAE Ministry of Higher Education and Scientific Research has recognised online degrees issued abroad under specific conditions, including accreditation in the home country and limits on online study load. Applications go through the ministry's recognition system, starting with verification by an approved provider such as Dataflow. Recognition is decided for each case, so no agent can promise it.
4. Where online degrees are not suitable
- Licensed professions in the UAE such as health, engineering and law do not accept online degrees.
- Qatar pre-approves online degrees only from selected countries.
- Other GCC countries apply their own rules; check first.
5. The one check that protects you
Always confirm that the programme is offered in online mode, not distance (ODL). UGC keeps distance courses inside the university's home state, so learners abroad can legally join online programmes only. Read online vs distance explained.
